Very possible the original forks were damaged, and these were the warranty forks from Skyway.

Ah ha! Found the article. http://www.vintagebmx.com/community/lofiversion/index.php/t27006855.html last post by Ed @ Colored Tuffs. "Colored Tuffs: Jan 25 2008, 02:45 PM These are Skyway forks. The very last revision by Skyway on the Skyway T/A frame and fork set was this change, around 1985 or 1986. Jon Raudman, one of the owners of Skyway confirmed this fact. Removing the arrow cutout strengthened the dropouts just a bit, so this change was made. Unfortunately, most of the planned production of the "final year" T/A's never were welded up. A few of these forks did make it out, and that is why you see just a few out there. The un-welded tubing kits that we un-earthed from Skyway last year have these dropouts. Well, most of the kits do at least......."

I have 8-84 15680. Original paint and stickers with the cut outs. I remember reading that some 86 models did not have the cut outs in the forks, but I can't find it after searching a few minutes.
